How to get Drivers Iicense in Kuwait?

Good day,

 

I'm planning to get a drivers license? My Basic salary is kd500 and I am staying more than 2 years in Kuwait. but I'm having problem with my degree? need to be attested in our embassy. the process of authentication in our embassy will take more than two months. If I'll go to the traffic office without the my degree attested is there any chances for me?

wait some time to many rule come now from Kuwait govt..
