visit visa to dependant visa

I  am trying to find out whether the family visit visa can be converted to dependant visa once the person is in Kuwait.  If yes, does the person need to leave the country for it. 

Secondly, how to find the Gulf affiliated medical centres in India for doing the medical for the visa.

I like to bring my wife and son here(Kuwait). So i want to apply for 3 months Family Visisting Visa. What are the requirement / procedure for Applying Visting Visa? Mainly (1) Minimum Salary Requirement for applying visit visa? (2) What are documents required? (3) my friend is telling Wife's and Son's Birth Certificate want to attest from India and kuwait, please clarify.
